SETTING UP A BABELS SOUTH-SOUTH WITH NETWORKS IN AFRICA, LATIN AMERICA AND ASIA – Creating new networks of volunteers.

As Babels we should feel concerned with any SF where Babels, whichever the continent, is participating or where Babels is called. Still in the same perspective, we should be able to improve our means of sharing experience among ourselves and with other volunteer networks that may collaborate with us on SF grounds.

This activity has two major priorities:

1. Carrying out training sessions using manuals and audiovisual aids, raise awareness among professional interpreters, particularly in the East African region for a successful WSF2007;

2. Opening and maintaining coordination/training centers in Africa: for the time being, one in Dakar and one in Nairobi. Perhaps later in Southern and Northern Africa; viewtopic.php?t=652

To carry this out, we must promote tight coordination and sharing of experiences with older active networks on other continents.

Proposition d’activité d’échanges : Conception d’un syllabaire, outil d’aide au volontaire.

La tenue d’une Rencontre Internationale de Babels à Paris les 3 et 5 juin 2006, constitue une bonne opportunité de croisements d’expériences, de compétences et de volontés, de faire du réseau un organe performant d’appui au succès pour le mode de fonctionnement des FS.

L’idée d’organisation une formation intensive à l’attention de jeunes malien(ne)s volontaires constituent une avancée dans les initiatives prises par Babels à Bamako pour répondre au défi du besoin en interprétariat. Des leçons qui en sont tirées, au-delà de la motion de satisfaction, doivent nous encourager à mieux nous réorganiser pour Nairobi.
En plus de sa formation, il serait subtil de doter le volontaire d’un outil didactique pour lui permettre de s’exercer seul ou en groupe restreint, entre deux événements. Cet outil et ses différentes sessions de formation - à l’interprétariat, à la vision politique du FS, … et à l’emploi du syllabaire – renforceront nettement les compétences des volontaires dans l’accomplissement des tâches et missions. Ces sessions de renforcements des capacités, peuvent faciliter l’exercice de sélection des volontaires à retenir en cas d’appel par un FS.

La conception d’un tel outil se doit donc d’être le fruit d’une réflexion pluridisciplinaire, multi générationnelle, voire multiculturelle. Il s’agira surtout, dans cet exercice de partir de l’existant et de réaliser collectivement un nouveau support : simple, compréhensible et pratique ; dont il sera facile de s’inspirer localement pour l’action. Après Mumbaï, Nairobi reste un défi majeur pour Babels.

Cet objectif principal invite chacun à pouvoir dire son mot dans la phase d’élaboration. Le processus est un espace démocratique ouvert pour un dialogue social, pédagogique et politique. Les réflexions et échanges sur l’outil se poursuivront ainsi à travers les réseaux et les groupes divers qui se formeront au-delà de la rencontre internationale.

Activity proposal: Drafting of a training manual for volunteers.

The Babels International Meeting that will be held in Paris on June 3rd to 5th 2006 will provide a good opportunity to share experiences, skills and goodwill, and to turn the network into an effective and efficient support mechanism that will ensure success in the organization of SFs.

The idea of providing intensive training to young volunteers in Mali represents one of the major initiatives taken by Babels in Bamako in order to face the challenge of interpretation needs. Beyond the feeling of satisfaction stemming from this achievement, we must draw lessons that will help us better organize ourselves for Nairobi.
In addition to training, it will be useful to provide volunteers with a learning tool in order to practice alone or in small groups, in between events. This tool and the various training sessions – on interpreting, on the political vision of the SF, and on the use of the manual – will significantly improve the skills of the volunteers and help them carry out their mission and their tasks successfully. These capacity-building sessions can facilitate the volunteer selection process as required for a SF.

The conception of such a tool must therefore be the fruit of a discussion that transcends the boundaries of specializations, generations and even cultures. The main aim is to build on what already exists and to produce together a new manual that is at once simple, easy to understand and practical; one that will be easy to implement on the ground. After Mumbai, Nairobi remains a major challenge for Babels.

In order to reach this main objective, we should all bring our contribution during the development phase. This process is an open democratic space for social, pedagogical and political dialogue. Reflection and discussions on this tool will be carried out within the various networks and groups that will be created after the international meeting.

The Bamako leg of the 2006 World Social Forum has just ended and during the various debriefing meetings held among Babels members and local volunteers, a need emerged for greater coordination among Babels members in Africa, Latin America and for the creation of strong and active networks of volunteer interpreters and translators in Africa.

The lessons learnt in Bamako and Caracas will be helpful in the preparation of Nairobi 2007. One of these is that the choice of languages offered in interpretation can have an impact on attendance and on the presentations scheduled.

In Bamako, the fact that Bambara was offered meant that people could attend some of the presentations, which they would not have been able to attend otherwise, since they do not speak French or English. In Nairobi, this will be even more relevant, as quite a number of major African languages will hopefully be used throughout the forum. It is therefore important that a sufficient number of interpreters are provided to cater for those languages, in addition to French/English/Spanish/Portuguese.

This activity then focuses on the following priorities:

- launch and maintain three main coordination/training/distribution centres in Dakar, Bamako and Nairobi that will work closely on this and other activities, such as transparency in selection and training for new volunteers;
- reinforce coordination at the African level to ensure that national languages are given sufficient priority in Nairobi;
- recruit the largest possible number of African volunteers to cover Nairobi 2007 and other social forums;
- raise awareness among professional interpreters, particularly in the East African region; coordinate tightly and share experiences with older active networks on other continents.

Activité : Création de nouveaux réseaux de volontaires – Mise en place d'un réseau Babels Afrique.

Lors des différentes réunions de débriefing qui ont eu lieu après la clôture du Forum Social mondial polycentrique de Bamako, les membres de Babels et les volontaires locaux ont ressenti le besoin de raffermir la coordination entre les membres africains de Babels et de créer en Afrique de nouveaux réseaux dynamiques de traducteurs et interprètes volontaires.

Les leçons tirées de l'expérience de Bamako seront utiles pour la préparation de Nairobi 2007. Une de ces leçons est que le choix des langues d'interprétation offertes peut avoir un effet sur la diversité des participants et sur la programmation. A Bamako, la présence du Bambara en cabine et en consécutive (chuchotage) a permis à certains participants de se joindre aux discussions, alors qu'ils n'auraient pu le faire s'il n'y avait eu que le français ou l'anglais. A Nairobi, cette question sera encore plus d'actualité puisque plusieurs grandes langues africaines (on l'espère) seront utilisées dans le Forum. Mais ceci ne sera possible que si un nombre suffisant d'interprètes capables de travailler dans ces langues sont présents.

Cette activité se fixe donc les objectifs suivants :

- ouvrir et gérer des centres de coordination, de formation et de distribution à Dakar et à Nairobi (pour l'instant) qui se pencheront sur ces considérations et qui travailleront étroitement avec les initiateurs d'autres activités, telles que celles sur la transparence dans le recrutement et la formation des nouveaux volontaires ;
- renforcer la coordination au niveau africain pour s'assurer que les langues africaines sont bien représentées à Nairobi ;
- recruter le maximum de volontaires africains pour couvrir le forum de Nairobi 2007 ainsi que d'autres forums selon les besoins ;
- sensibiliser les interprètes professionnels, particulièrement dans la région d'Afrique de l'Est ; assurer une coordination étroite et un échange d'expérience permanent avec d'autres réseaux plus anciens sur d'autres continents (Europe, Amérique latine,...).

Proposed activity – Translation and International Labor Comm

Hi, everybody,
In addition to my rather muddled first message please read as follows:

I am Yury Simonov from Saint Petersburg (Leningrad), Russia.

I’d like to register as a participant of the international Babels interpreters meeting in Paris in June. 2006.

I am a professional interpreter from Russian into English and back and a translator from German, Norwegian, Swedish, Lithuanian into Russian and back. I participated in London ESF as an interpreter and labor activist. Have been participating actively in TransTrad activities. My area of interest is the Lexicons translation program and I did some work for it prior to London ESF and later.. Of course, I’ve been interested in other topics proposed.
Besides I am a trade union activist here in our ''beloved'' motherland - it's tough, but it's needed! It's demanded here! I've been trying hard to marry these two kinds of activities – interpretation and translation and union and human rights activism – in my professional life and social activities.

So I propose a new topic for the Babels meeting and Babels activities to be discussed – ‘’interpretation and international union and human rights activities’’. This might be named like ‘’Translation and International Labor Movement Communication’’ or something. Implementation of this kind of a project may involve establishing new communication networks that could enable to set up new forms and means of rapid contacts and facilitate this kind of activities aimed at attaining closer cooperation between activists worldwide.
I believe seeking new, more efficient ways of integration of these two activities –translation and activism - might be of great help for many in my country! I’ve gotten convinced of efficiency of such activity integration in practice. And hence all the linguistic and translation problems that might arise out of this and have already arisen! I think this might be connected with the Social territory, Studying the forums (Network of sociologists-anthropologists-political scientists), Languages and politics topics. Perhaps, my proposal chimes with that of Alexey Drozdov’s, Babels coordinator in Russia. We are close colleagues and comrades.

This is my proposal in brief!

Silvia, David et al, I totally agree with the proposal. We did something similar to what is being proposed when getting prepared for POA, based on our experience in Quito. I also think this should be continous and methodic training sessions and also, as well said by my collegue Clara, using the lessons learned to improve and go forward in Babels purpose.

I am a professional interpreter based in Bogota, and I am more than willing to structure it in Colombia once we have a consensus on the way forward so the same is passed on/shared everywhere based on best practices drawn from our joint experiences.

Hi Silvia, David, et al, qué hubo Ma. Fernanda: I am a professional Ecuadorian interpreter/translator based in Quito. I also agree with your proposal. In fact, some members of Babels Ecuador have gathered info in the last Caracas forum with this purpose. Another aim in this proposal would be to put in practice what was stated several times in the Caracas meetings, i.e., the creation of a Memory to keep the next Forum coordinators from committing the same time- and money-consuming mistakes. This memory is very important to create the actual (and not only theoretical) fundaments of an organization and to avoid starting all over from the beginning each time. Of course, this has to do with the horizontality issue; I believe Paris would be a great occasion to readdress the concept, brainstorm, discuss, and come up with whatever comes out. All of this, as I said somewhere else, for the sake of transparency.

Hello, David:
As we have already told Monica (Language Diversity) and Jesus (sit-prep) on this forum, we fully endorse the need of providing intensive training to young volunteers, not only in Mali but all around the world.
We are two colombian free-lance translators and interpreters with 25 years experience. Maria Fernanda volunteered in Quito and POA, Clara volunteered in POA. For the past 3 years we have been giving a translation and interpretation course to young university students and a refresher to other groups of interpreters. To this effect, we have developed our own training material, which we would like to make available to you and to others who have proposals for the International Meeting that envolve training and who may end up working together, like Monica, Jesus, and Miguelsojo with his Model to Prepare Interpreters.

Proposed activity: Babels Enlargement in the Balkans and in the Eastern European Countries/ Babels support of the “less-spoken” languages.

Dear all,

As you already know, the 4th ESF was organized in Athens so as to mobilize groups, associations, collectives, trade-unions and individuals that are based in Greece as well as to mobilize entities from Eastern Europe and the Balkans.

In view of the Babels-el difficulties in mobilizing groups of people from the Eastern European and Balkan countries to join Babels, we believe that the International Babels meeting is a great opportunity of discussing how Babels network can mobilize people from those countries and how Babels can support the “less-spoken” languages in the process of the WSF and ESF.

Some of the points to be discussed in this activity are the following:

· Enlargement of Babels in Eastern Europe and the Balkans: the role of the Babels coordination which is responsible for the organization of an ESF and the role of the other European coordinations.
· Evaluation of Babels-el effort to contribute to Babels enlargement in the Balkans.
· Setting a plan for the enlargement of Babels towards these countries.
· Raising ESF participants’ awareness about how they can support the language they would like to speak.

In short, the aim of this activity is to continue Babels effort to enlarge towards the above-mentioned countries and to affirm everyone’s right to speak the language of their choice.

Please feel free to add any points you think should be discussed in this activity.

We will send you additional information about the points of this activity.

Thanks a lot for the reply. I talked to Graziela and we suggest having a chat on Wednesday 22nd March 2006. We will both be at the Babels office from 15:00 (Greece time) to let's say 19:00 (Greece time). We can chat any time you want from 15:00 to 19:00. You specify the time yourself because we know that there is a significant time difference. Do you live in Colombia? I'll have to look for the time difference so that we don't get confused.

You participate to the elaboration of this workshop

This workshop will be scheduled Saturday June 3rd during 4 hours. In order to facilitate it we need to meet one of you Friday June 2nd at 19h00 at the location of the opening of the International Encounter (75 Bd Vincent Auriol). Some important information will be available at that time that could help your workshop to be sucessfull. It is of the outmost importance that one person for each of the workshop is having them.
