Igor from ENDA has been talking to Gregoire. If the Malmo equipment can be located and bought, it will have to be serviced, repaired and made workable. There is also equipment stock-piled in an office in Nairobi in a similar state. Other sources, like the equipment in Mali need to be identified and properly serviced by someone from ALIS. Additional equipment will probably have to be built, costs to be defined. It is essential that the correct radios be bought (not like Nairobi, where they went into automatic scanner mode). A 1000 Cfa deposit will be requested for each radio set to avoid seeing them sold on all street corners the next day like in Kenya.

Les trois interprètes sénégalais étaient invités à participer à la réunion, mais n'ont malheureusement pu nous rejoindre à temps. Ils ont dit leur accord avec la plupart des questions mentionnées dans ce document.
L'ordre du jour correspondait aux questions présentées dans le papier envoyé par Judith aux listes Babels :
- langues locales et questions politiques
- confiance
- recrutement et formation des interprètes
- recherche de financements pour les billets
- hébergement des interprètes
- équipement
Sur la première question, tout le monde était d'accord sur la nécessité d'avoir des cabines en Wolof, Cerere, Mandingue et Bambara, en fonction des besoins dans les différentes réunions.
Il y a également accord sur l'idée de rechercher des moyens techniques (avec la commission communication) pour pouvoir diffuser des extraits du FSM sur les radios communautaires au Sénégal, au Mali, etc.
Taoufik a suggéré que nous avancions par rapport aux erreurs du passés commises des deux côtés, pour travailler dans une relation de confiance.
Il y a un accord pour avoir une équipe ouverte, qui intègre et associe des Africains et des internationaux, de manière à avoir suffisamment d'interprètes pour le forum et la coordination. Tous les interprètes, qu'ils soient de Babels ou non, travaillerons dans les mêmes conditions (perdiem, etc.)
Il y a un besoin de 250 à 400 interprètes (les scénarios doivent être encore discutés, en estimant leurs coûts et incluant le nombre de salles équipées). Il seront recrutés en partie localement au Sénégal (via des interprètes que nous connaissons, comme Tapsir et Maire Aida, etc.), dans les pays d'Afrique de l'Ouest et du Nord (Côté d'Ivoire, Mali, etc.). Nous avons déjà des listes que nous pouvons mutualiser. Les billets pour 100 à 150 interprètes ne venant pas de l'Afrique de l'Ouest doivent être budgétisé. Le ratio professionnels/moins expérimentés devraient ne pas descendre sous 1/3. La mobilisation doit débuter au plus vite.
Il y aura également une formation pour les interprètes communautaires locaux. Il y a accord pour commencer une formation de formateurs en Novembre, pour que des interprètes locaux comme Tapsir Ba ou David Leye puisse commencer à former les interprètes locaux. Jorge Soriano pourrait être disponible pour aider à cela, et Judith Hitchman est prête à prendre du temps en Novembre et à y consacrer tout son temps durant les 6 semaines qui précèdent le forum. Grégoire pourrait également contribuer de la même manière. La formation serait organisée sur la base d'idées formulées par une équipe déjà expérimentée dans la traduction (Grégoire, Maria, Judith, Jorge, etc.)
Le per idem qui semble raisonnable aux interprètes présents à Bordeaux comme à Mignane Diouf et Taoufik est de 15000 CFA par jour (environ 20 euros). Ils couvrirait les frais de déplacements sur place et la nourriture. L'hébergement est une question séparée.
Mignane Diouf est d'accord de s'occuper de l'hébergement pour chaque interprète. Tout le monde sera logé soit par hébergement solidaire (dans des familles) ou dans des hôtels, avec matelas individuel, accès à une douche, des toilettes.
Taoufik a demandé à ce que Babels innove et contribue à la recherche de financements pour les billets des interprètes internationaux. Ces derniers seront des professionnels ou des personnes expérimentées dans les forums sociaux.
La sélection pour les interprètes du Sénégal et du Mali doit commencer aussi vite que possible, plus vite que pour les autres.
La question cruciale est celle de l'équipement. Il y a trois sources possibles : Inia (instable), équipement pro (trop onéreux) ou Alis. Ce dernier semble être la meilleure option. Igor, de l'ENDA a commencé à discuter avec Grégoire. Si l'équipement de Malmo peut être acheté, il devra être révisé et réparé pour fonctionner. Il y a également du matériel (à réviser) à Nairobi. D'autres sources, comme l'équipement disponible au Mali doivent être identifiés et révisés par quelqu'un d'Ails. Les équipements additionnels devront être construits, après avoir estimé les coûts. Il est essentiel d'acheter des radios adéquates (contrairement à ce qui était fait à Nairobi). Une caution de 1000 CFA serait demandée pour éviter que le matériel ne soit aussitôt récupéré et vendu au coin de la rue. Le système développé par l'équipe de COATI en Catalogne pourrait également servir.
La mobilisation locale et régionale sera coordonnée par le comité d'organisation. Les interprètes étrangers, de même que l'équipement seront sous la responsabilité financière commune du comité d'organisation et l'événement et du processus du FSM.
Même si les questions de financement seront problématiques à résoudre, l'ensemble de ce qui est mentionné ici semble réaliste.
Ces points seront présentés comme un engagement à valider lors du séminaire de Dakar.

The three Senegalese interpreters from Dakar were invited to the meeting, but unforunately arrived when it was over. They expressed agreement with most of the questions mentioned in this document.
The issues that were on the agenda corresponded totally to those in the paper sent to the Babels list by Judith :
• Local languages and political issues
• Trust
• Recruit and train interpreters
• Raise funding for tickets
• Per diem
• Accommodation for interpreters
• Equipment
• On the first question, there was total support for the need to have booths for Wolof, Cerere, Mandingue, Bambara, according to the needs in the different meetings.
• There was also support for the idea of examining technical means with Communication Commission members to be able to broadcast excepts from WSF onto community radio stations in Senegal, Mali etc.
• Taoufik requested that we start without political aggressiveness, and move forward from past mistakes on both sides. If we are to work together it is necessary to build trust.
• It was agreed to have an open, integrative team and to combine possibilities between African & international sources so as to have enough interpreters for the forum + coordination. All interpreters, Babels or other would operate with the same conditions (same per diem etc).
• There needs to be a minimum of 250- 400 (?) interpreters (scenariis need to be discussed further – with estimation of the costs, including the number of rooms to be equipped). These will be recruited partly locally in Senegal (mobilise via the interpreters we know, Tapsir, Maire Aida etc.) and other North and West African countries (Morocco has committed to bringing about 11 professionals), Ivory Coast, and Mali. We already have some lists from the past, and can combine these. About 100-150 interpreters from outside West Africa would be provided with tickets. The ratio of professionals/less experienced should be no less than 1:3. Mobilisation will have to start very soon.
